It looks like one that a friend has in an 80" Landy. His is only 25 watt. They are also used as marine radios for costal waters, including fishing fleets and other maritime users who don't need the high power units of international cruising or shipping.
The last channel is a universal maritime emergency channel.

It is possible that some of the frequencies are also allocated to the Land Mobile Service for inland use because most of the licences are listed as local coverage and hence at low power.
