Both my 63 and 64 GS's have the dipswitch situated between the clutch and the brake. The repositioning could quite possibly have been an Army mod as I seem to remember somewhere in the instruction guidelines where drivers were instructed to place their left foot (when not in use for gear changing) flat on the floor and not rest it on the clutch. Having the dipswitch on the left would have, in the Army's point of view, been detrimental to this teaching. The Mk3 Inter had its dipswitch located in a similar position, between the pedals.
