In Qld,every link of the chain must be stamped...(and the speed shops are selling a lot of fake Chinese chain and shackles)......which is of course a nonsense,as the AS for HT chain only requires one stamped link every meter......And the shackle must be stamped......but the shackle can be attached thru a hole punched in 1/8 " steel gusset on the certified towbar, with a margin of 1/8" between the hole and sheared edge.....And the cops are pulling up and penalizing ,my sister in law was pulled with a horsefloat......The cop picked the wrong victim, and ended up in court being cross examined by a QC.......They dont like it up em!..............And I might add, nothing that the army has is civilian compliant............not one of the mod plates required are fitted, which you find out when you buy a commercial type truck from the army.......So your tow hitch and safety chain attachment dont have any civilian compliance,anyway................I might add,the most risky thing I see all the time is welding of ductile iron casting trailer couplings.....also el cheapo from the speed shops.
