No surprises... it's been part of project Land 121 all along. Phase 3B bought 2,700 MHC. Subject to contract / capability performance Land 121 Phase 5B was to buy additional quantities..... which have now been set at 1,000.
Due to affordability (against Governments overall buget) it is the norm to break down high cost projects into affordable packages (phases) that are scheduled a few years apart.
