Could be one of many places. Looks like Tianjara Airstrip to me, in the Shoalhaven hinterland. Nat Park nowadays, but was Army firing range in the 60's, 70's, and 80's.

Looks like a MILAN launcher on a gunbuggy - no back blast signature, no barrel visible on the weapon, etc etc.
Nice shot! MILAN launch images are rare.
