bumper bolts...

Do the bolts that attach the bumper to the chassis also attach the lifting rings, and what size bolts are they, oh if the winch is fitted do the lifting rings go on top of the winch mounting plate.

The quick answer

Do the bolts that attach the bumper to the chassis also attach the lifting rings - YES

and what size bolts are they, - don't know

I think it depends on what type of brush bar you have. 
Some have a rectangular plate that sits under the D ring.  Others only attach to the bumper.
If it has that plate, then you need a longer bolt.
Your name will also go on zee list!

The bolts are 3/8"UNF x 4 1/2" in length, cheers Dennis
ps and as expected they would be a minimum of grade 6 hi-tensile.

And those dimensions allow for the thickness of the winch and Tow rings??
