I recently installed power steering but it doesn't work all the time, you seem to have to turn it to full lock to get it to load up the pump to get it to work. Any ideas?

If you used a discovery 1 steering box how did you get around the goose neck drop arm problem where it connects onto the criss rod?

Don't you just use your old arm on the new box?
Both the Disco boxes I used had the "goose neck" drop arm as standard, but no problem swapping the droparms if you Disco box has the straight arm, the droparm from the manual box will fit.
I saw someone posted 1750, that's with all new gear. You can probably do it DIY with second hand gear for under a grand.
