what's the significance of that?
The inference to me is that it is chassis number 20 - not sure if the inter chassis numbers were that simplistic or not. On that basis it would seem to be an early build.

Yes, a low chassis number, and the chassis numbers were as simplistic as that.  The inter is ARN 170-014, belongs to a member of the AULRO forum.

The series 3 is a nice unit! ARN 32-241, and a previously unknown Ceremonial vehicle. That said, nothing on it that I can see positively identifies it as a ceremonial vehicle.  But then that wouldn't be hard to confirm as most appears to line up.

It says the "starting price I'm asking its long term market value"..... Seems a bit of a projection at $6800 for an incomplete vehicle still requiring work. Is the number #20 that much value?

Personally I don't think so, but then anything is only worth as much as somebody is willing to pay for it.  Others may see the value.

Even though these trucks are 50 years old, they still perform remarkably well offroad, given that you would be paying a lot more for a comparable newer 4x4 or 6x6 vehicle, people are still finding a commercial use for them, consequently the collector has to compete with the commercial market $6800 is not unreasonable if it is in reasonable mechanical condition and not rusted out, in the collector market #20 being one of the first mk3,s of the production line would have some value.

The square cut guard side panel looks to be home made. Rear slope angle is incorrect.

You can see the other guard sitting in the back of the Landy. Notice the unusual modification.
