Hi Diana Alan, does it just come down to genuine need? for instance, I may need to crane this vehicle in and out of a quarry or pit, and for that reason the lift points are essential for this vehicles function?

Your vehicle as it stands now is as it was done by land rover.

While some did not come fitted with the ROPS, many in the fleet did. I am trying to clarify that point at the moment.  However the bar is a later one fittted by LR for the Army in place of the original one.  The bonnet tool holders are also factory fittings.  The extensions at the rear of the chassis are not extensions, but a part of the chassis, and most certainly came from the factory like that.

Some things like the bonnet tool holders would be easiest to remove for rego I expect, as Diana said, path of least resistance.  A difficult position to be in, and we will help out as much as we can.

With reference to ADR 4C, it appears that I only need the front seat belts if my vehicle is an omnibus. It says nothing about minimum seating capacity that I can see.

Hi Adam

I know that in the fact sheets around protrusions by the NSW RMS, they certainly talk about winch fairleads being essential for the operation of SES and RFS vehicles, so your need in quarries may well be a sufficient argument.

The problem as I see it and now that an inspector has failed the items a second rejection from QT will be final.  Your presenting the vehicle to QT with the offending items removed as rectification will likely see the vehicle pass. 

It may be more work, but will save you lots of hassels if it fails a second time.  If you were in Sydney I'd be happy to assist and even give you a standard bumper to modify and fit in place of the b/bar and a loaner bonnet (conniston green), but alas you're not down here.  :'(

It seems some Government's think they are above these type of rules.

ACT Buses(Government) have bike racks on the front which are far more dangerous than any bull bar or fittings.

With the rack down - sorry about the quality but you get the point.  Just imagine how far we would get with one of these racks on the front of our cars.

The Government (Crown) were above the law, it used to be the case that if you were hit by a NSW Government bus, you were responsible for your own repairs and potentially the damage to the bus.  Same as on the Harbour, the Manly Ferries have right of way over all other vessels including sail.

OK guys, I have made some progress. I went and spoke to QLD transport in person, they have assured me that there is nothing on there system pertaining to the faults found at the last check point, and infact advised me to find a more knowledgeable/friendly check centre.

I have been in contact with Australian Frontline Machinery, and they have put me in contact with one of the centres that has 'road-worthied' many of the other vehicles.

Should have some news tomorrow, I will keep you posted

Again, this information is clearly stamped on your compliance plate. You have obscured it in the photo of your plate, but it is at the end of the line that reads:

"12/88   GVM     3200    Kg     Seating    2"

I understand that my seating capacity says 2, however, I do not understand what it needs to say to constitute an omnibus. They said 'maybe' at QLD transport today.

The vehicle was fitted with the rear seats after all

I will pull them out for the inspection none the less! I will keep you posted

Ok, some more info :)

The ROPS were fitted from new to every vehicle.  There was an addition to the rops in the form of more bracing in the early 90's, however this did not impact on the seatbelt anchorages.

Seating is one that oficially is easy.  seating capacity is what is stated on the plate, 2 seats with seatbelts.  The rear seats were part of the mission capability of the vehicle, not intended, or for the most part, used, on public roads as even then it was accepted that sideways facing seats are inherently unsafe, with or without seatbelts.

Billbars are a difficult one again with regard to the towing points fitted to both Brush Guards.  the flat tow anchorages / tie down points that protrude from the bar were a requirement of the vehicles in military use. The heli lift points are the roud cutout sections in the vertical plates of the bar behind the brush guard.

One of the difficult things here is that if there is too much yelling, the state government will make a specific ruling about these vehicles, and probably one htat we don't like.  So it is best to try and get things to move quietly and smoothly, and it sounds like you are finally getting towards that Adam :)
