The ROPS were fitted from new to every vehicle. There was an addition to the rops in the form of more bracing in the early 90's, however this did not impact on the seatbelt anchorages.
Seating is one that oficially is easy. seating capacity is what is stated on the plate, 2 seats with seatbelts. The rear seats were part of the mission capability of the vehicle, not intended, or for the most part, used, on public roads as even then it was accepted that sideways facing seats are inherently unsafe, with or without seatbelts.
Billbars are a difficult one again with regard to the towing points fitted to both Brush Guards. the flat tow anchorages / tie down points that protrude from the bar were a requirement of the vehicles in military use. The heli lift points are the roud cutout sections in the vertical plates of the bar behind the brush guard.
One of the difficult things here is that if there is too much yelling, the state government will make a specific ruling about these vehicles, and probably one htat we don't like. So it is best to try and get things to move quietly and smoothly, and it sounds like you are finally getting towards that Adam
