110 cargo QLD reg safety certificate

Hi guys, I am looking for some help. I have recently acquired a 1988 110 from Grays online. I went to have a roadworthy (safety cert in QLD) done and was knocked back on the following:
- roll bar
- rear seats
- gardening tool holders
- front and rear bumper protrusions
Now, I think I am getting bad advice, all the mechanic will refer me to is QLD roads web page, I really want to see the act and the regs that are relevant to this vehicle. I will point out that I am prepared to go to a lot of trouble not to modify this vehicle (mod plates, whatever, I see it as the destruction of military history.

I know of others in QLD that are having no trouble at all, hoping that one of you can point me to someone that actually knows what they are talking and perhaps perform this roadworthy.

Others are lucky, the front protrusions ARE illegal and same for the rear seats, as there have to be seat belts for all seating positions and the compliance plate only specifies "seats 2".

The easy thing about the seats would be to remove them for the inspection, we had to do this for SIII and 110 County station wagons.  You may be able to put rubber buffers over the bull bar protrusions, a bit like the rubber buffers on 1980s Mitsubishi Pajero.

As for the others fails I'd be finding another inspection station.

I realise you had to do it with previous vehicles, you may also have got bad advice, I see this happen all of the time. To me, if there are no seat belts in the back, then its a load carrying area, seats or otherwise, I cannot see how seats can be illegal. My understanding is that once you have filled your seatbelts, you can start filing your load carrying area. I know there was some legal movement on this in the 90's but I thought that quietly failed.

I was surprised to see what Dept of Transport had the RFSV listed as for passenger carrying...

If it comes up as a 2/3/4/5/6 seater then you have no problem, but you will need seat belts.

Juddy, are you talking about the back seats? if so are you certain, and can you point me to the relevant act or regs? it is a commercial vehicle, it was built 25 years ago. I have seen a few XD and XE falcons that were not built with rear seatbelts, you do not have to fit them if they never had them.

Maybe find another Inspection station.  One who's symphathetic to Classic or older vehicles.
Plenty other people getting them on the road no problem

Realising I am in NSW, and have a 3 year older vehicle, my 110 is registered as a 9 seater omnibus, and does not have seat belts for the rear four seats. I think in Diana's post above it'd be a Light Omnibus. Could you see if they'd register it as such a beast? Rego price and insurance doesn't seemto be particularly different.

Hi isuzutoo-eh, yes, interesting....I can try. Maybe the protrusions (bumper tie down points) are necessary as recovery points?

My first priority will be to find a sympathetic check point, I do not want to break the rules, but I will certainly exploit ambiguity if at all possible.

Hi Adam

AFAIK, you can get rear seats certified, but the anchorages need to be compliant (ADR 4) and mounting off the aluminium may be problematic.  You would then need to get a engineering certificate and the vehicle plated in Qld.

As for the bull bar, they are not required for the civilian use of the vehicle.  I doubt you will ever lift it with a helicopter and there are non protruding tie down points that could be utilised for road transport if that was a regular activity.

Its coming down finding another inspection station.

Did the original station give you an official and recorded fail?  This will make it more difficult and may require an engineer to overrule the inspector which will cost +++.
