Tristan, racks and seats (missing covers) are standard original fitment. That write cutter isn't though!
I'm guessing a TT vehicle, Welby?

Training team.
Regular army senior members (usually sergeants) that act as the core of trainers for the battalions. In my time, they spent a lot of time in the field, so were on the best position to trial new equipment and tactics before their introduction.
As to what people would pay for a repro set; about what it would cost to make. They are a complex bit of manufacturing. Take a close look.

That cutter was a trial, one of 3 different designs that was put up .
driving through fence wire was more common than you would think and sometimes in the most odd spots.
