Hi Diana Alan and Juddy. Yes, I was directed to reappear within 14 days, I am not sure if that is an official fail? just to recap, they want to see:
Modification plate for rear seats + seat belts + roll bar

they also want me to appear at QLD transport, pineapple st Zillmere 'to make a ruling on bonnet, front and rear bumper bars'.

I was directed to go to Auto Extras Butterfield st Herston, however, I will point out that I called them to see what was involved and they never returned my phone call.

Interstate is a real option, I am due for a holiday and have an address in VIC.

Sounds like an recorded fail and you'll now have trouble registering in Qld. 

The QT inspectors will go by the rules, the certification of the ROP should not be a problem, I would still be tempted to remove the seats and now the tool brackets, get it registered and fit the tools back on later.

Then you can find a engineer for seat belt anchorages and also do that all later.

These are the rubber bumpers I was talking about, if you could fit something like this over the tie down/lifting protrusions they may wear it.

Hi Diana Alan, Hmmmm, I can borrow a std bonnet for the day. The seats come out easily enough.

Where am I going to find some outriggers for the bumpers....should not be too difficult

If worst comes to worst find an old standard 110 County or Defender bar modify it to bolt onto the chassis in place of the bull bar. 

Get it registered.

You may decide to fit a bull bar later!

A member here had a tojo troopie which had a bullbar featuring projections deemed offensive by the NSW RMS. He fitted some trapezium shaped rubber tube, often seen fixed to garage walls to prevent damage to doors, to the bulllbar similarly to the Pajero photographed above. I'll SMS him to prompt him to reply here.

EDIT: Al said he used "self-made bumperettes from Clark Rubber-it was the material trucks use to reduce loading dock hits." I saw some on a tilt tray this morning!

Did your vehicle come with an inspection slip?  certainly many that were auctioned off in NSW came with a full pink slip (is that the right term?), as the vehicle as it stands should be fine.  Others have them registered about the place.  Sounds like you have struck an unfriendly inspection point.

Looking at the photo, the ARN was 48-918?  Surely the adr plate that says that it complies is enough for most?  the ROPS and Bar are factory fitments for example.

Hi Phoenix, It would be great if that were the case, but, sadly, I do not know enough about it.

I did mention that to the garage in question, the mechanics reply was that it was a land rover and that we must go from the details on the original compliance plate.

There are a fair number registered in QLD already now without modification, sounds like you got a bad (or super good ) roadworthy inspector.
As far as I know there is no reason you need to stick with the same guy, maybe take it to someone who has already passed the paperwork on a perentie. Perhaps people could let you know where they had theirs done in Brisvegas, otherwise I could give you the name of the guy who did mine in Coolum.

All this rego stuff is frustrating, my 1985 RRc classic had an ARB winch bar fitted from new, in 1996 during an annual pink slip check I was instructed to remove the recovery eyes from the front because they breached the protrusion rules.

Another thing that breaches the protrusion rule are fishing rod holders, they are even specifically mentioned in a RMS NSW brochure  (http://www.rms.nsw.gov.au/registration/vehicle_standards.html) but how many rod holders do you see every day.

As I said it's all the luck of the draw.

As for the swapping around inspectors, if the inspector records the defect/s and gives you a specified number of days to rectify you will likely find that it has been recorded against the VIN and you either have to return to the same inspector to have the defect cleared or take it up with QT or RMS or whatever state authority you have.

Quite so, I see it is a 'military landrover' by compliance! do you think the ROPS is factory? surely that changes things!

Bugger about the 12/88, you could have got away without the belts for every seating position, had it been May or June 88.

Yes your point makes sense, and it would be a very good argument for a vehicle on Historic/Special interest/Club plates, but I think the reply you'll get from QT is that many of the fittings are not essential to its use in civilian life.

I would be debating the ROP with them as an original military fitting.

Personally I'm a chicken these days and would take the path of least resistance, and register it with fittings they can't object to.   I would keep the ROP and the rear bumper extensions, make sure that you fit some water jerrycans so they protrude less.  (Water because they may say fuel is dangerous)
