This vehicle has been registered in Queensland with a mod plate to 4.45 tons, but it seems I need to get a NSW engineer to repeat the process. Hopefully that will not be too big a hurdle.

If you intend to have it engineered to have a GVM under 4.5 tonnes, then it will no longer be a Heavy Vehicle and those axle configuration codes won't apply, you will have to start with a clean slate and describe it as the configuration the Engineer signs off on.

Yes, that makes sense - although I wish it didn't! I need to find an engineer who doesn't make his work a combat zone. Thanks Gunner, that fore-warns me.
