This is a Royal Australian Navy vehicle. It has Commonwealth Z plates and what looks like the optional winch (Thomas electric?).

Except for the non-standard blue paint it appears to be a standard export wagon. It was taken in October 1980 on a drivers course at HMAS Albatross Nowra NSW. (Brian Barltrop)
